A
study of the potential to enhance the green and
open spaces of Stocksbridge SRB5
Report by Jim Flanagan and Sheffield Wildlife Trust
for SVP 5.3. STAKEHOLDERS For any action plan arising from this feasibility study to succeed a partnership of all the key local community organisations and business must be established. To some extent such a partnership already exists with the Steel Valley Community Partnership (SVCP). This partnership could provide much of the impetus to help utilise potential for successful community environmental regeneration. It will need to work effectively with other parties and partnerships to achieve this. It has already made a start with the production of a community audit and action plan. This feasibility study could supplement and strengthen the plan in some areas and influence further work on the action plan to adopt a more strategic focus. Organisation Functions,
role and ownership details 1.
Stocksbridge Futures SRB Partnership Set
up to steer the regeneration of Stocksbridge
through funding under the Government's Single
Regeneration Budget. 2.
Stocksbridge Training and Enterprise Project
(STEP) Set
up in 1995 to promote the development of jobs and
training in Stocksbridge. 3.
Steel Valley Community Partnership
(SVCP) Set
up to develop community facilities and
events. 4.
Stocksbridge and Deepcar Environment
Group Long
established community environment group that has
worked with SSVUDP on key sites such as Fox Glen
and campaigning on litter and dog mess
problems. 5.
Stocksbridge Steel Valley and Upper Don Project
(SSVUDP) Major
projects worked on include the Steel Valley Walk.
Up to the year 1994 about 60,000 trees were planted
by the Project along this trail. The Project area
was then widened to include all the Upper Don area
down to Oughtibridge and work is also sometimes
undertaken in the neighbouring parish of Bradfield.
The management committee of the SSVUDP consists of
representatives of Sheffield City Council
(Countryside Management Unit), South Yorkshire
Forest Partnership and Stocksbridge Training and
Enterprise Partnership (STEP). 6.
Corus Engineering Steels Since
1987 the company (then known as British Engineering
Steels) has implemented a range of environmental
improvements on land it owns in the valley. It
continues to do so through its support of SSVUDP,
which it was largely responsible for launching in
1988 (providing funding and premises for the
project to operate from). 7.
South Yorkshire Forest Partnership Part
of the Community Forests initiative that was
created by the then Countryside Commission in 1991
for thirteen areas in England. 9.
Forest Enterprise Owns
Wharncliffe Heath and Wharncliffe Wood. Has
produced a Forest Plan for its ownership of these
and other areas in the region. Part of the Forestry
Commission 10.
Forestry Authority Administers
Woodland Grant Scheme 11.
Woodland Trust Owns
Bitholmes Wood and is hoping to purchase adjacent
areas to extend woodland habitat. 12.Yorkshire
Water Owns
areas including south of Underbank Reservoir
(Underbank Wood) which is a coniferous plantation.
Crawshaw Wood is a small parcel of broad-leaved
woodland nearby. Land to the east of More Hall
Reservoir extending to the treatment works on the
River Don. Land north and east of Broomhead
Reservoir (mostly conifer plantation but also
including broad-leaved woodland) and a large area
of farmland south west of Bolsterstone. 13.
Yorkshire Forward The
regional development agency for Yorkshire based in
Leeds. Took over most of the rural regeneration
work formerly carried out by the Rural Development
Commission (now defunct) in 1999. 14.
Sheffield City Council Owns
a number of woods (including most of Newhall and
Pot House Woods) and many open spaces within the
SRB5 area 15.
Broomhead Estate Owns
extensive areas of land within and outside the SRB5
area. There have been new developments to increase
levels of grouse shooting on the estate and this
may impact on land within the SRB5 area. 16.
Wharncliffe Estates Owns
and leases land to the east of the River Don (More
Hall Tip) to Corus Engineering Steels for landfill
purposes. 17.
Countryside Agency (formerly Countryside
Commission) Countryside
Agency now takes forward work in a number of areas
including rural development. The Agency has overall
strategic responsibility for the community forests
(including the South Yorkshire Forest) and provides
a range of grant aid for rural regeneration as well
as countryside initiatives on national parks
recreation and tourism etc. 18.
English Nature (Humber to Pennines Team) Provides
guidance and expertise on nature reserve
development, work on biodiversity action plans and
Natural Areas initiative 19.
Environment Agency (North East Region) LEAP
contains policies to promote biodiversity,
recreation and access through protection of river
floodplains, river banks and corridors etc and
tackling pollution (ie minewater discharge). Leads
on national species action plan for water vole and
other 20.
MAFF MAFF
administer grant aid through Countryside
Stewardship and Farm Woodland Premium Scheme. Two
agreements for Stewardship are running in the SRB5
area. Also provides advice on good practice on farm
management relating to soil, air and water (all
covered by Codes of Practice) 21.
Farmer tenants and owners Can
potentially be the most useful stakeholders in
implementation of a future action plan but with
farming experiencing a severe decline their role
may be minimal unless there are much improved
incentives under agri-environment
